It still sounds, to me, like each case is dealt with individually. It doesn't suggest the lead biker will always be responsible for the actions of others.

I'm with Pebbs, it doesn't say anything about a lead rider being prosecuted for following riders' offences. In fact, it doesn't say much at all.

"Your petition refers to a recent crown court ruling which inferred that being a lead rider in a group of motor cyclists can be an aggravating factor when sentencing a defendant for a speeding offence."

Then,

"Minor speeding offences would normally be dealt with by blah blah blah ..."

"We cannot comment on decisions made by the courts in the exercise of their judicial discretion, but we can explain in general terms how a motorist caught speeding might be dealt with by the enforcement authorities and the courts."

It contains nothing of any value to this issue, so you can't really read it one way or another, apart from as Pebbs said, "each case is dealt with individually." Chill people, it's not the end of rideouts as we know them
Superbikers - with great power comes great stupidity
Supermotoerers - with less power comes irresponsibility
